I think there is more to the story. Probably had a lot of bother with her moaning about their bins over a long period and he has provoked this scene to film it thats why he didn't retaliate and was very calm in the footage. She may well be right in her complaint that the bins block her driveway which would drive anybody mad but doesn't give her any right to attack him. It could be that she has asked nicely on numerous occassions - who knows.
