Diplomatic number plates?

Just had a run in with an individual driving a car with diplomatic plates on it over a parking space in my development. As the khunt has immunity from prosectuion he could very well do my wing mirrors.

Anyone know if its possible to tell from a diplomatic plate which country it belongs to, just in case I need to get in touch?
