Seems a lot of folk don’t know the photo card driving licences expires 10 years after its issued, whereas the older ones were up to age 70.

The tell tell date is at number 4b on the front of the photo part.

Unwitting motorists face £1,000 fines as thousands of photo card driving licences expire.

Thousands of motorists are at risk of being fined up to £1,000 because they are unwittingly driving without a valid licence.

They risk prosecution after failing to spot the extremely small print on their photo card licence which says it automatically expires after 10 years and has to be renewed - even though drivers are licensed to drive until the age of 70.

The fiasco has come to light a decade after the first batch of photo licences was issued in July 1998, just as they start to expire.

Motoring organisations blamed the Government for the fiasco and said 'most' drivers believed their licences were for life.

A mock-up driving licence from 1998 when the photo cards were launched shows the imminent expiry date as item '4b'

They said officials had failed to publicise sufficiently the fact that new-style licences - unlike the old paper ones - expire after a set period and have to be renewed.

To rub salt into wounds, drivers will have to a pay £17.50 to renew their card - a charge which critics have condemned as a 'stealth tax' and which will earn the Treasury an estimated £437milllon over 25 years.

Official DVLA figures reveal that while 16,136 expired this summer, so far only 11,566 drivers have renewed, leaving 4,570 outstanding.

With another 300,000 photo card licences due to expire over the coming year, experts fear the number of invalid licences will soar, putting thousands more drivers in breach of the law and at risk of a fine.

At the heart of the confusion is the small print on the tiny credit-card-size photo Licence, which is used in conjunction with the paper version just below the driver name on the front of the photo card licence is a series of dates and details - each one numbered.

Number 4b features a date in tiny writing, but no explicit explanation as to what it means.

The date's significance is only explained if the driver turns over the card and reads the key on the back, which states that '4b', means 'licence valid to'.

Even more confusingly, an adjacent table on the rear of the card sets out how long the driver is registered to hold a licence - that is until his or her 70th birthday.

A total of 25miliion new-style licences have been issued but - motoring experts say - drivers were never sufficiently warned they would expire after 10 years.

Motorists who fall to renew their licences in time are allowed to continue driving. But the DVLA says they could be charged with failing to surrender their Licence', an offence carrying a £1,000 fine.

AA president, Edmund King said: ‘it is not generally known that photo card licences expire: there appears to be a lack of information that people will have to renew these licences.’

'People think they have already paid them for once over and that is it.

'It will come as a surprise to motorists and a shock that they have to pay an extra £17.50.'

The AA called on the Government to use the annual £450mlllion from traffic enforcement fines to offset the renewal charge.

Even if you've had your wallet stolen, have a crime reference number and need a new one to replace it :grr::grr:

Nothing new, I knew about this when I first got my license changed over in 2003!

But yeah, some or a lot of folk just don't realize.

This article makes it seem like an outrage that people have to pay £17.50 every ten years by calling it a 'stealth tax'. People who drive should have to pay to support that privilege. Much fairer than other taxes and fees. I have to pay that much every four years to renew my license.

i passed in october 08

my licence is only valid till 04-05-14

i make that 7 and half years :confused:

It'll be from when you first got your provisional licence.

DVLA get away with stating your picture needs updating every 10 years hence the requirement. More money into the goverment's coffers!!

I thought the photo licence was jujst part of it. What about the paper bit with the real nitty gritty on it? Do both need to be renewed? :confused:

You would think. I will look out the paper bit and have a swatch. I need to see when my speeding endorsements are spent in any case. :dummytit:
If you are a driver by profession can you claim the tax back on the fee as it's a tool of your job?

My sister's card licence has just been renewed. She had to get a new photo and send it away with £17.50 :grr:

When I moved house 4 years ago, I informed the DVLA of my change of address and then I had to fill in the form along with a photograph and sent it to them for the new card licence - for free :greengrin

Just renewed mine last week, you also need to send the paper licence too and they replace both.
They send you a reminder approx 2 months prior to it expiring, which was just aswell as I had totally forgot about the 10 year renewal.

at least you get plenty notice, the artice made it out as if you were supposed to just know to renew it, the drivers caught with expired licences is there own fault :agree:

I suspect some of those will be the ones who have forgotten, deliberately or otherwise, to advise of a change of address.

PS I didn't know you got a warning letter, at least that's not so bad.

Might change my address shortly before my photo expires.

It is a rip off though. I only really use mine for ID at the moment.

I had to update mine recently. It was showing my address in Aberdeen that I hadn't lived at for about 5 years.

I filled in the online form and posted the stuff away on the Saturday evening.

On the thursday morning, my newly updated driving licence dropped through my letter box.

It was painless. I was pleasantly surprised. I was worrying about having it back in time for hiring a car on holiday in May.

Take it you mean the new EU driving licence - I thought it was valid for an unlimited period here in Germany... but thanks to your post I went looking on the EU site and it seems I will eventually also have to update it:

EU - Directive: "As from 19 January 2013, licences issued by Member States for categories AM, A1, A2, A, B, B1 and BE shall
have an administrative validity of 10 years. A Member State may choose to issue such licences with an administrative validity of up to 15 years."

In Germany, people in possession of an 'old' licence can wait until 2028 to change them to the new ones. So I can wait a bit.
As fas as I can see the "10 year validity" applies for new licences as from 2013 onwards -maybe it's different in the UK?

Did you have to send your old license away? I've lost mine so if you don't I'll just change my address, wait a month and change it back.

Hello.

Yes, you had to send in the card (cut in two) and the paper section (cut into four).

Unfortunately, I hadn't read that bit by the time I'd hacked my drivers licence into a million little pieces.

yep.

chancellor darling increased the road tax in the yearly budget

the letter telling me to renew was sent out before the budget but i had to pay the new amount.

there is a disclaimer on the renewal form saying that this can be done :grr:

I changed my address last year and didnt have to send a photo, did they ask you to send a photo or did you jsut do it?
