The government have announced new super express trains to come into service in 2013, but the trains still have the same max speed as the existing intercity trains, but by being lighter and having faster acceleration they knock a whopping 12mins of the journey time between Edinburgh and London.
Why are we not investing that money in a real high speed express train?

Would a real high speed train require rail upgrades to be done? My guess is that this new train doesn't require them so they can be put into service much cheaper.

True.
I just don't see any point investing a reasonable amount of money for a tiny improvement, when spending a bit more now would save more in the long term.
