Council Tax Query

I've just graduated from a section of my degree and will be proceeding onto a further portion of study starting in September - I've been exempt from council tax payments for the last 4 years on account of being a student, but now, they're telling me that because i've graduated from 1 course and the one starting in September is not a mandatory continuation, i'm eligable to pay council tax over the summer period - is this correct, or are they trying to diddle me?
