How about instructing the fourth official to keep an eye on the "sniper victim" after a card has been shown for an alleged foul on him?

At the very least, it might force the fraudster to limp for a bit longer and not spring to his feet the minute he's successfully hoodwinked the ref into believing he's mortally wounded.
