New member needing forum help (NHC)

My pal has signed up and is trying to post. He gets a message asking him to agree to the forum rules. How does he do this?

From personal experience, i recall you have to do this on the desktop version when you log in. I had similar issues for a week or so when i signed up

He needs to learn the rules off by heart then pass a test. Sure some others will be able to add but I'll get the ball rolling.

Rule #1 If you finish a post with FACT this is now unrefutable and must be accepted by all other users for the rest of time.

Ending in FACT, still allows for debate.

To have the last word in any thread he must double down but stating..
