I think the cat thing can be found on a few buildings in the city. It was a sign put there by the architect whose name I can't remember but was a famous architect of the time.
Patrick Geddes, who was responsible for Ramsay Gardens put it there, although it's thought that it started life as a scary devil/demon thing and has since been worn into a cat shape by the weather.
