This has been happening in Scottish Football for years, big clubs come calling and they unsettle players, then come back in with a derogatory fee and the clubs accept it or lose the player for nothing when his contract is up!
I can see why they are asking the police to look into it, a loss off £20 million in 5 months would kill most companies!
That £20 million would resurrect Scottish Football, though in the EPL its a drop in the ocean!
If the Police did take action, and even just look into it, it may help even out the playing field against big club propaganda against smaller clubs!!!!

It would cost a fortune to investigate that properly.
Infinite can of worms comes to mind.

My initial reaction was the guy was just being a plum, bitter that his team has lost a star player.
But it's maybe not that unreasonable a point he's making?
Have Chelsea nobbled the player and bullied a smaller club into losing one of their biggest assets on the cheap?
Anything that holds the biggest clubs to task and stops them behaving in an inappropriate/ unacceptable way is fine by me.
Sometimes we need guys like this to raise valid points. Even if it goes nowhere (as it probably will) then it is a subject worthy of discussion, especially when millions of pounds are at stake.
Teams who bring through young players deserve protection.

Everton propped up by Uzbeki gangster money these days, yet Liverpool Council happy to heavily subsidise building a new stadium for them.
That seems much more worthy of investigation to me.
The fact that one oligarch might have ripped off another is of less concern.

There is plenty fraud in football but this guy provides no evidence of any.

He should be writing to Moshiri to question why he accepted the offer
What a waste of time.

England have totally lost control of their football teams to other countries and the dodgy rich.
The are open to infinite fraud, money laundering and all manner of James Bond baddy stuff.

Hope we don’t get investigated after swindling West Brom into paying 50k for Shelton Martis 😀
