    Got me beat. I don't begin to understand it unless they are all waiting for UEFA to be the bad guys (in sevco eyes at least).....

    Nobody's going to be 'the bad guys' as nothing will be done. UEFA will know about their shortcomings, but I recollect, in an article about this some time back, it was explained, with reasons given, that it was a 'rule' which is rarely invoked and that in Sevco's case it was highly unlikely.

    They have not paid the council for the land yet. Seems they got a deal allowing them to build on the land and pay for it when the new nursery is occupied.
    About the last sentence, this grinds my gears.

    The vendor should always ask for payment either when the land is transferred or when the nursery building reaches completion of construction, as those are factual (and you get money sooner) and they leave no doubt or wriggle room for the buyer to play it shifty.

    By arranging payment upon occupation of the building (and not upon completion of the building) the payment date can be strung out for ages...building complete but somehow not yet occupied etc

    In these days of cash strapped public sector, this deal should have been payment on transfer of title, pre-construction. Then hearts would have had to pay before now. Instead, the council have made hundreds redundant or agreed voluntary early release with hundreds of staff due to cash shortages.

    It's a disgrace
