If the article describes the data in the survey accurately then it clearly isn't a "fair" test.
One paragraph refers to statistics based on the percentage of people between ages 16 and 64 without any qualifications. Another states that X percent of workers left school without any qualifications.
This subtle difference in description indicates that the figures are relating to different points in time - one being now (have no qualifications) and the other being any time between now and the past 60 years (left school with no...).
The people behind the survey are simply taking two fairly incomparable pieces of data and lumping them together to suit their own agenda.
Having experience in data extraction and analysis myself suggests to me that the conclusions from the survey are far from realiable.
