Ok so the missus is away and I need to get cracking with the painting.
Question is can I just paint over the skirting board (currently white gloss) or so I need to rub down with sand paper? I've got to do the whole flat so its a bit of an epic adventure every little helps so if I can get away with it all the better.

Get someone in to do it.
Means you can go to the pub, you get a good job done and the missus will be happy with the good job

I'm a painter and decorator and I would always rub down any woodwork. Make sure that you undercoat too and lightly rub down , or de nib as we call it in the trade, between coats.
