How bad are things in Ireland if the government think handing out cheese is going to solve the country's problems?

I recently read Dara O'Briain's book "Tickling the English". It's a light hearted look at how the English behave, from a foreigner's perspective.
One of the bits of praise he had was that the English were much better prepared for the recession than the Irish. He said that in England, they had already started to tighten their belts at the start of 2009, whereas when he was in Dublin that summer people were still spending willy nilly.
Dara suggested that Britain as an industrial economy had long experience of dips in the economy. Ireland, which had never experienced a post industrial downturn - as they were entirely rural up till 20 years ago - just didn't know how to cope.
This seemed to be borne out by a young girl interviewed for Newsnight. "It's going to be tough", she said. We've already had it tough for a good while now, I'm curious to know how much worse things have to get before handing out free dairy products isn't considered a worrying development.
To me, any government that is handing out free cheese is in a bit of a mess. I don't know Ireland, and because of the "special" relationship between them and Scotland, it seems too sensitive an area to raise with Irish friends.
What does everyone else think? I know we have a few Eire based posters on here - what is the situation like there, and what does the future look like.

One thing is for sure is that things are going to brie tough. The irish economy is in a right pickle but this plan sounds just plain crackers.

Sounds like that 50billion loan they're getting off the EU is a feta-complis. Hope they get to spread the repayments. Its good to know you can still always rely on your neigh-bours in a fiscal meltdown.
