It's neither - it's the order of importance of each to each. (There's five items. pick a 1st, 2nd, etc. in order of importance)
I didn't get it either till after I'd submitted and saw half the numbers were missing.

You need to change question 2 where you have "SME" as most folk won't know what you are talking about. An SME to me is a Subject Matter Expert.
