    Hoping someone can help me here. A client has some cash. He isn't, and never has been, a taxi driver. Is he allowed to buy a taxi, not drive it, but get drivers in to operate it? If he is, does he need a licence? Presumably, he also needs to buy the plate? Any help would be appreciated.
