I suppose it's all about how it was said. If he called him a teuchter ******* then I suppose it could be seen as insulting. Most terms we consider racist now started off as everyday terms, but when used in a certain context they are offensive and as a result are now considered racist when used on their own.
Having said all that I'm struggling to see how the term teuchter could be seen as racist.
