The article actually touches on a number of issues, feigning injury, kicking the ball out when an opposition player goes down and simulation, but doesn't really draw any conclusions.

In my opinion, the best idea of them all is the 3 match ban being imposed retrospectively.

Touches on a few issues but seems a bit confused, if it's suggesting that a player who is injured and has to leave the field should stay off for a period until the numerical disadvantage has had an effect on the game. Presumably that would extend to genuine injuries as well as dives, and so any advantage should be in favour of the team that has been fouled rather than the fouling team. This isn't the answer to diving.
